  • Safety blind spots – training and risk models that lag behind new fuels.
  • Finance disconnects – investors who lack the tools to fund zero-emission projects with confidence.
  • Fragmented demand Signals – fuel suppliers and ports that are unable to plan without clear signals.
  • Deployment bottlenecks – proven solutions that aren’t scaling fast enough.
  • Equity gaps – exclusion of Global South voices from transition decisions.

Our programmes 

We create impact through three core programmes: 

  • Human safety & risk – ensuring new fuel systems are safe to operate by integrating human factors into training, vessel design, and regulation.
  • Fuel adoption – aligning finance, policy, and infrastructure to accelerate zero-emission fuel uptake through tools like finance models, demand aggregation, and coalition planning.
  • Maritime Emissions Reduction Centre (MERC) – delivering near-term emissions reduction through retrofits, operational optimisation, and technology trials for the existing fleet. 

Tracking progress 

We monitor system-wide signals to assess change: 

  • Fuel system transformation – growth of zero-emission fuels and emissions reduction.
  • Economic viability – increasing economies-of-scale and financing accessibility for green projects.
  • System maturity & safety – uptake of safety guidance, human-centred design, and retrofits. 

Accountability  

Our work is governed by a robust framework: 

  • Statutory Directors – overseeing legal and mission alignment.
  • Foundation Programme Committee – Monitoring delivery of Lloyd’s Register Foundation-funded work.
  • Advisory Board – Providing strategic, cross-sector insight. 

Our Evidence Centre ensures continuous learning, measuring whether our interventions deliver real system impact and adapting when they don’t.
