While the maritime industry has experience handling ammonia as cargo, its use as a marine fuel represents a fundamental change: new ship designs, dual-fuel propulsion systems, frequent bunkering operations and continuous fuel handling significantly increase personnel exposure and operational complexity. To equip the industry to manage ammonia's toxicity, corrosivity and reactivity, new competency and training are required to reduce risk.

The Ammonia Competency and Training Practitioner Handbooks translate real ammonia operational scenarios into clear, practical competency and training requirements, helping organisations prepare crews and support teams for ammonia-fuelled operations. They provide role-specific training expectations for seafarers, vessel managers, terminal personnel, shore support teams, and emergency responders, covering both shipboard and shore-based roles.
The handbooks form part of the ‘Fuel Safety Frameworks: Ammonia’ initiative, developed jointly by the Lloyd’s Register Maritime Decarbonisation Hub (The Decarb Hub) and the Mærsk Mc-Kinney Møller Center for Zero Carbon Shipping (MMMCZCS), sitting alongside the Ammonia Process Safety Management (PSM) Maturity Self-Assessment Tool.
The handbooks build on the partners' earlier Ammonia Phase 3 Competencies and Training project, which identified the capabilities and operational requirements needed to support the safe deployment of ammonia-fuelled vessels, and reflect input from a broad coalition of industry stakeholders across shipping, energy, fuel production, training and technology.

The three handbooks cover distinct safety-critical areas:
- Emergency Response: covering hazard awareness, coordination and response planning, safety devices, leak response, emergency escape, firefighting, muster and evacuation, and marine incidents.
- Maintenance: covering the maintenance of ammonia systems and equipment, emergency-related systems, job safety assessment, material compatibility and replacement parts.
- Leak Detection, Management, Isolation and Repair: covering leak characteristics, detection, management, isolation, repair and recommissioning following repair.
Each handbook sets out training standards by competency group, spanning corporate, management, operations and support roles across both shipboard and shore-based teams.
